Mentha pulegium (Penny Royal) is a short creeping native mint with pale lilac flowers. It can be differentiated from the usual water mint M aquatica by the slightly felty leaves. Its preferred position is in wet or marshy ground but it will tolerate shallow immersion so is good for providing surface cover at the margins.
